Probably true...  And, yes, L.P., there is a lack of wanting to find out.  After all, it is California.  They don't look at it as any big deal, because out there, it isn't (by comparison, anyhow).  Like the words of the song, "Live in California once, but leave before it makes you soft." 

I can remember, a few years ago, when the NCAA gave several University of Wisconsin football players one,and two-game suspensions for just accepting discounts on their shoes, at the Shoe Box, in Black Earth, WI. --that's what happens to a school that plays by the rules.  Here we have a serious offense, and nothing will come of it?  God knows what else happens out there in L.A.?  This is why USC will continue to be stong in football, while other teams languish, or remain average.  The playing field is not level,  and never has been.
