Not really a steal but rather good scouting. Tigers, Indians,Dodgers plus a few other teams have schools in the latin countries. These kids are playing in the latin leagues as early as 16 and the teams that snap them up and sign them to contracts are in front of the curve.Remember there is no draft for players outside of north America. All these players latin Players Miguell Cabrerra, Albert Pulhols, Fransisco Lariano don't get drafted. So teams that can get these players signed and into their system are a step ahead of every one else. The drawback is it costs money for these academies and for every star you sign there are plenty of busts.
