How long until a player is eligible for the committee to vote them in the hall?
Every player who played longer than the 10 year Hall requirement and has been inactive in Major League Baseball for the past 20 years is eligible, except for those on the ineligible list.
How does their vote system work?
Basically, it's the same as the regular Hall ballot. The living Hall of Fame players vote and eligible people who recieve 75% of more of the vote get in. It used to be members of the Ford Frick award for broadcasting and the writing equivelent got to vote, but that changed recently.
For how long is it in their hands?
As long as they're a living player that is a member of the Hall of Fame, they have a say in it.
Once the vote goes to the veterans committee, do the writers still have their annual vote for that said player?
Well, since it's 20 years inactive in Major League Baseball, it would be 5 years out of baseball to be on the original Hall of Fame ballot, and then 15 years maximum to be on that ballot, so 20 years total, so it wouldn't be in the writers hands at all.
The writers used to have a say as to who got onto the Veterans committee ballot, but I'm not entirely sure if they're a part of the process anymore.

I'm waiting for the Veterans Committee to enshrine Keith Hernandez.
Best defensive first baseman of all time. Also a very good hitter. Also a god in the broadcast booth. I hope to meet him this Thursday... he's in the upper deck at Shea... and I'm trying to sit as close as possible to the broadcast section. Look for me. I'll be the one with the Keith Hernandez sign.
Ozy, I think Keith is a very close Hall of Fame player, and he doesn't get the respect he deserves as the best defensive first baseman of all-time or for being a good hitter. However, while I'm taking nothing away from him, the defense portion of first base isn't heavily weighed in the Hall's eyes, and his offensive numbers (especially the power considering the first base position) aren't enough to get him in.
From a personal standpoint, I think he deserves to be there more so than Garvey, and evenly with Mattingley, but all of them are borderline. Maybe the Veterans committee will change that, but he's close in my eyes.
Do you watch SNY? Hernandez is a horrible broadcaster. I can't believe how bad he gets. Gary Cohen and Ron Darling are excellent, but he just brings them down, bigtime. Replace him, now!
