Yeah, 4 games for substance abuse (alcohol), then while on suspension he got a DUI (with Reggie McNeal and Chris Henry in the backseat), and got an automatic 1 year. I don't think anyone blamed anyone other than Thurman for that. The slap in the face was after the 1 year suspension three things happened in a week: (1) Koren Robinson was reinstated, (2) Thurman's judge told him that he was doing a great job recovering, and (3) Goodell added another year to Odell's suspension without explanation. Then Odell filed a lawsuit. That's the last we heard of anything until Odell was cleared to practice.
As for reinstatement, a ruling would be great if it came before the draft. That being said, I don't expect the league to do any favors for the Bengals based upon the past. I do agree that Spygate is probably the #1 thing on the commissioner's desk right now, and quite frankly I do like that. While I think Goodell has done good, his lack of consistency in dealing with teams and the lack of checks and balances really doesn't sit well with me, and the Thurman case is a prime example of this. I still think Thurman should have been back before Chris Henry, and the way things are going I wouldn't be surprised if Michael Vick suits up before Thurman does
