I think this is a silly argument that simply relays our fears about competative ability.
Genetics are not a static thing. As the variables of environment, health and human preferences change, so does the genetic makeup of any given population. Whites and blacks have only been competing (in all facets of life) for less than 100 years. History will note that whatever competitive advantage any race has (again, in all facets of life) will disappear as we all compete together and push each other to improve. Why? Genetics and sexual reproduction will ensure that we remain competitive in the environment we live in.
As an example, in less than 100 years Asians of American decent have increased their height by a considerable amount over their Asian counterparts because Asian men have to compete against others for their females.
