Moderate-score games are rare in these second-tier bowls. The Over was a must-take at its opening of 49.5, and the same choice makes sense at its current number. Both sides are pass-minded, so there will be plenty of clock stoppages. The Panthers are soft on pass defense, which translates to a possible scoring bonanza for the Hilltoppers.

CURE BOWL (Orlando, Fla.) -- Each year, there are teams that get into bowl season that deserve an asterisk attached. The Panthers of Georgia State appear to be such a club. They faltered down the stretch, with blowout losses to Appalachian State and Idaho. Further, their last two wins were by four points or fewer against woeful opponents in Georgia Southern and Texas State. Yet, look for a break from their regular season to bowl season to benefit their lackluster play to conclude the season.

CURE BOWL (Orlando, Fla.) -- This is going to be a really good matchup on the perimeter. The Hilltoppers have one of the best passing attacks in college football and the Panthers secondary has a lot of talent. The question will be whether the Panthers are equipped to run with the Hilltoppers if they find themselves in a track meet. I struggle to see that.
